NAIROBI, Kenya – President Barack Obama promised Monday to work with other nations "to halt the rise of piracy," while Somali pirates vowed revenge for the deaths of three colleagues shot by snipers during the daring high-seas rescue of an American sea captain.

The pirates' threat raised fears for the safety of some 230 foreign sailors still held hostage in more than a dozen ships anchored off lawless Somalia.

Sunday's nighttime operation was a remarkable achievement for snipers on a rolling warship in choppy seas, but few experts believe the victory will quell a rising tide of attacks in one of the world's busiest shipping lanes.

One of the American sailors whose captain was rescued after the five-day standoff urged Obama on Monday to take the lead in ending the scourge of piracy.

"It's time for us to step in and put an end to this crisis," he said. "It's a crisis, wake up," said Shane Murphy, chief mate aboard the U.S.-flagged Maersk Alabama.

At a Washington news conference, Obama said: "I want to be very clear that we are resolved to halt the rise of piracy in that region and to achieve that goal, we're going to have to continue to work with our partners to prevent future attacks."

"We have to continue to be prepared to confront them when they arise, and we have to ensure that those who commit acts of piracy are held accountable for their crimes," the president said.

Somali pirates said they were undaunted.

"From now on, if we capture foreign ships and their respective countries try to attack us, we will kill them (the hostages)," Jamac Habeb, a 30-year-old pirate, told The Associated Press from one of Somalia's piracy hubs, Eyl. "(U.S. forces have) become our No. 1 enemy."

Sunday's stunning resolution came after pirates had agreed to let the USS Bainbridge tow their powerless lifeboat out of rough water. A fourth pirate surrendered earlier Sunday and could face life in a U.S. prison. He had been seeking medical attention for a wound to his hand, military officials said.

Interviewed from Bahrain, U.S. Naval Forces Central Command chief Vice Adm. Bill Gortney said Navy SEAL snipers killed three pirates with single shots shortly after sailors on the Bainbridge saw the hostage-takers "with their heads and shoulders exposed."

U.S. Defense officials said snipers got the go-ahead to fire after one pirate held an AK-47 close to Capt. Richard Phillips' back. The military officials asked not to be named because they were not authorized to publicly discuss the case.

"(The snipers are) extremely, extremely well-trained," Gortney told NBC's "Today" show, saying the shooting was ordered by the captain of the Bainbridge.

The SEALS arrived on the scene by parachuting from their aircraft into the sea, and were picked up by the Bainbridge, a senior U.S. official said.

He said negotiations with the pirates had been "going up and down." The official, asking not to be identified because he, too, was not authorized to discuss this on the record, said the pirates were "becoming increasingly agitated in the rough waters; they weren't getting what they wanted."

Just as it was getting dark, pirates fired a tracer bullet "toward the Bainbridge," further heightening tensions, the official said.

At news of Phillips' rescue, his crew in Kenya broke into wild cheers and tears came to the eyes of those in Phillips' hometown of Underhill, Vermont, half a world away from the Indian Ocean drama. It was not immediately known when or how Phillips would return home.

Phillips' crew has said he gave himself up as a hostage to secure their release when the ship was first attacked last week. Obama called the captain's courage "a model for all Americans" and said he was pleased with the rescue.

Sunday's blow to the pirates' lucrative activities is unlikely to stop them, simply because of the size of the vast area — 1.1 million square miles — stretching from the Gulf of Aden and the coast of Somalia. But it could raises tensions in an already lawless area.

"This could escalate violence in this part of the world, no question about it," said Gortney.

A Somali pirate agreed.

"Every country will be treated the way it treats us. In the future, America will be the one mourning and crying," Abdullahi Lami, one of the pirates holding a Greek ship anchored in the Somali town of Gaan, told The Associated Press on Monday. "We will retaliate (for) the killings of our men."

Later Monday, six mortar shells were fired toward the airport in the Somali capital of Mogadishu as a plane carrying a U.S. congressman took off, an airport employee at the control tower said.

New Jersey Democrat Donald Payne had met with Somalia's president and prime minister for a one-day visit to discuss piracy and security issues. The airport staffer said Payne's plane took off safely and none of the mortar shells landed in the airport.

WASHINGTON – The Navy is moving a huge amphibious ship closer to the scene of the pirate hostage standoff off Somalia.

Defense officials say the USS Boxer will be nearby soon. They spoke on condition of anonymity because they were not authorized to publicly discuss sensitive ship movements.

The Boxer is the flag ship for a multination anti-piracy task force. The Boxer resembles a small aircraft carrier. It has a crew of more than 1,000, a mobile hospital, missile launchers and about two dozen helicopters and attack planes.

Two other Navy ships are expected to remain much closer to the pirate-held lifeboat. The USS Bainbridge is in sight of the lifeboat; the USS Halyburton is nearby. The Bainbridge uses drones to keep watch on the lifeboat. The Halyburton has helicopters.

PARIS — Dozens of doctors working in teams over 30 hours performed the world's first simultaneous partial-face and double-hand transplant during the weekend, Paris' Public Hospital authority said Monday.

The authority described the recipient as a 30-year-old burn victim. The man, whose name was not released, was injured in a 2004 accident that left him with scars "preventing any social life," it said.

The authority's statement said the operation, performed over Saturday and Sunday at the Henri Mondor hospital in the Paris suburb of Creteil, was the world's sixth partial-face transplant but the first to include hands as well.

In a first, the upper half of the man's face, including the scalp, forehead, nose, ears and upper and lower eyelids, were transplanted. Previous facial transplants have attached the lower part of the face.

The man also received a new set of hands, attached above the wrist, the statement said. The surgery succeeded in reconnecting all the relevant nerves, tendons, arteries and veins.

The organs were harvested from a brain-dead donor with his family's consent. The transplant patient had been on the waiting list for the organs for one year, the authority said.

A French woman, Isabelle Dinoire, underwent the first partial face transplant in 2005 in Amiens, France. Other recipients include another European patient, a Chinese farmer and a woman operated on late last year in Cleveland, Ohio.

Dinoire was disfigured when her dog chewed her face after she passed out from an overdose of sleeping pills. She lost part of her nose, lips, chin, and parts of her cheeks.

French doctors gave Dinoire, then 38, a new face from a brain-dead donor, as well as bone marrow cells that they hoped would prevent rejection. Dinoire still had two instances of rejection — one month after her surgery and again a year later.

Other recipients have also have been plagued by rejection — a problem that worries Dr. Patrick Warnke, a professor of surgery at the University of Kiel in Germany who has expressed skepticism about the procedure.

"I think the hype about face transplants is too much," he said in a phone interview Monday.

He pointed to the risk of long-term use of immuno-suppression drugs aimed at preventing rejection, which he said could cause cancer and other life-threatening diseases.

"I'm worried that patients don't understand what it means to be on these drugs for the rest of their lives," he said.

WASHINGTON – Unemployment zoomed to 8.5 percent last month, the highest in a quarter-century, as employers axed 663,000 more workers and pushed the nation's jobless ranks past 13 million. The hard times were only expected to get harder — a painful 10 percent jobless rate before long.

The current rate would be even higher — 15.6 percent — if it included laid-off workers who have given up looking for new jobs or have had to settle for part-time work because they can't do any better. That's the highest on record for that number in figures that go back to 1994.

"Even if the economy continues to show signs of improvement, businesses will cut jobs and trim fats to stay lean and mean," said Sung Won Sohn, economist at the Martin Smith School of Business at California State University.

So far, the public has shown great hopes for the economic policies of new President Barack Obama. But those could fade quickly with more months of layoffs. In Europe for an economic summit, Obama called Friday's unemployment report a "stark reminder" of a need for action at home and abroad.

The recession may well end later this year — Federal Reserve Chairman Ben Bernanke and many private analysts see that possibility — but rehiring historically doesn't get going until after an economic recovery is picking up steam. The jobless rate is expected to reach 10 percent by year's end.

The stock market generally bottoms out before a recovery gets under way, too, and stocks have been rising for three weeks.

The Dow Jones industrials rose 39.51 points on Friday after surging 216 points on Thursday.

Small comfort to millions of laid-off workers. The Labor Department report underscored the recession's toll: a spike in the jobless rate from February's 8.1 percent and a net loss of 5.1 million jobs since December 2007, almost two-thirds of them in just the past five months. And economists say an additional 2.4 million jobs will disappear through the first quarter of next year.

As the downturn eats into companies' sales and profits, they are laying off workers and resorting to other cost-saving survival measures that also hit employees, the report showed. Those include holding down hours and freezing or cutting pay.

"It's an ugly report, and April is going to be equally as bad," said Mark Zandi, chief economist at Moody's Economy.com. "I couldn't see any rays of sunshine. Nothing."

THE Australian Football League is trialling a prototype Sherrin football that contains a satellite-tracking device similar to those used in car navigation systems.

The prototype "gBall", developed in partnership with the AFL and search and online mapping giant Google, will be tested in junior football matches this weekend.

The balls are fitted with durable global-positioning and motion-sensing chips that measure the location, force, and torque of a kick.

They collect statistics using an algorithm known as DENNIS (Dimensional, Elastic, Non-Linear, Network-Neutral, Inertial Sequencing) and then upload the data to the internet.

In theory the technology will allow fans to follow AFL matches by watching a ball kicked back and forth in real-time on an online Google Map.

Similar to the Hawk Eye system used in Tennis and Cricket matches, the gBall technology could also be used as an online umpire or as a training aid. It could even be used to track a lost football.
